What is the 8th Pay Commission?

The 8th Pay Commission is the eighth committee constituted by the Government of India to review and revise the pay structure, allowances, and service conditions for central government employees and pensioners. Announced by the Union Cabinet in January 2025, it is expected to submit its report by late 2025 and implement revisions from January 1, 2026.

India follows a pattern of constituting a Pay Commission roughly every 10 years. The 7th CPC was implemented in 2016 with a fitment factor of 2.57×. The 8th CPC will similarly determine a new fitment multiplier to revise salaries for approximately 50 lakh central government employees and 65 lakh pensioners.

The fitment factor is the single most important number that determines your new salary. It acts as a multiplier on your DA-merged basic pay. Since DA (~53%) gets merged into the basic pay at the start of a new commission, the effective base on which the factor applies is significantly higher than your current basic pay alone.

🔄 Why Does DA Reset to 0%?

Dearness Allowance (DA) is a cost-of-living adjustment given twice a year (January and July) to offset inflation. By 2026, the accumulated DA is expected to be around 53%. When the 8th Pay Commission recommendations take effect:

  1. The entire accumulated DA (53%) gets merged into the basic pay, creating a new, higher base.
  2. This new merged base is then multiplied by the fitment factor to arrive at the new basic pay.
  3. DA is reset to 0% and begins accumulating again under the new basic pay cycle.
  4. This is why even at "lower" stated fitment factors, the actual salary jump is substantial.
