House Rent Allowance (HRA) is one of the most significant components of a Central Government employee’s salary. It is provided to help employees meet the cost of renting a house in the city of their posting.

However, HRA rates are not the same for everyone. They vary depending on the city classification (X, Y, or Z) and are subject to specific eligibility rules.

In this guide, we will simplify the HRA rules, explain current rates, and show you exactly how to calculate your allowance.

1. Introduction

With the implementation of the 7th Pay Commission, HRA rates were rationalized to reflect the cost of living in different cities. Understanding these rules is crucial because HRA can constitute a substantial part—up to 27-30%—of your Basic Pay in metro cities.

Knowing your entitlement ensures you can claim the correct amount and understand the tax implications.

2. What Is HRA in Central Government Salary?

HRA (House Rent Allowance) is a component of the monthly salary paid to employees to cover accommodation expenses.

  • Rule: It is admissible to all Central Government employees who are not provided with government accommodation.
  • 7th Pay Commission Update: The commission recommended linking HRA rates with the Dearness Allowance (DA). As DA increases, HRA rates are also revised periodically.

3. Classification of Cities (X, Y, Z)

For HRA calculation, cities in India are classified into three categories based on their population as per the latest census.

  1. X Class Cities (Metro): Population of 50 Lakhs & above.
  2. Y Class Cities: Population of 5 Lakhs to 50 Lakhs.
  3. Z Class Cities: Population below 5 Lakhs.

Who decides this? The Department of Expenditure (Ministry of Finance) issues orders reclassifying cities based on census data or municipal limit expansions.

4. City-Wise HRA Rates for Central Government Employees

The HRA rates are a fixed percentage of your Basic Pay.

City CategoryPopulation CriteriaHRA Rate (Current)
X (Tier 1)≥ 50 Lakhs30% of Basic Pay
Y (Tier 2)5 - 50 Lakhs20% of Basic Pay
Z (Tier 3)< 5 Lakhs10% of Basic Pay

Note: The rates were originally 24%, 16%, and 8%. They were revised to 27%, 18%, and 9% when DA crossed 25%, and finally to 30%, 20%, and 10% when DA crossed 50%.

5. Eligibility Rules for HRA

When is HRA Admissible?

  • You are posted in a station and do not have government quarters.
  • You are sharing accommodation with other employees (subject to conditions).
  • You reside in your own house (HRA is still paid, but tax exemption benefits under Section 10(13A) won’t apply).

When is HRA NOT Paid?

  • If you are allotted Government Accommodation (quarters).
  • If you refuse government accommodation allotted to you.
  • During leaves exceeding 180 days (with exceptions).

6. HRA Calculation Formula Explained

The formula is simple:

HRA Amount = Basic Pay × Applicable City Rate %

  • Basic Pay: Per 7th CPC Pay Matrix.
  • Rate: 30%, 20%, or 10% based on X, Y, Z status.

7. HRA Calculation Example (City-Wise)

Let’s take an employee, Mr. Sharma, with a Basic Pay of ₹40,000.

Scenario A: Posted in Delhi (X Class City)

  • HRA Rate: 30%
  • Calculation: ₹40,000 × 30%
  • HRA Amount: ₹12,000

Scenario B: Posted in Jaipur (Y Class City)

  • HRA Rate: 20%
  • Calculation: ₹40,000 × 20%
  • HRA Amount: ₹8,000

Scenario C: Posted in a Small Town (Z Class City)

  • HRA Rate: 10%
  • Calculation: ₹40,000 × 10%
  • HRA Amount: ₹4,000

8. When HRA Is Not Paid

It’s important to remember that HRA is an allowance for rent.

  • Quarters: If you live in an official quarter, HRA is stopped, and a standard License Fee is deducted.
  • Shared Govt Accommodation: If your spouse is a government employee and has been allotted quarters, you are generally not eligible for HRA if you live together in those quarters.
