The 4-Year Block Year Strategy

The most unique aspect of Leave Travel Concession (LTC) is the **Block Year System**. Unlike HRA or Standard Deduction which are annual, LTC is calculated over a cycle of four calendar years. We are currently in the 2026-2725 Block Year.

Two Journeys Rule

You can claim tax exemption for only two journeys in a block of four years. If you don't travel, you lose the benefit for that block (subject to carry forward rules).

Carry Forward Rule

If you only use one journey in a block, you can "Carry Forward" the second one to the first year of the next block. This is a massive tax-saving hack.

The "LTC 80" Airfare Mystery

If you are traveling by air, you cannot just book any ticket on a discount site. To claim reimbursement, Govt employees must book through authorized agents (IRCTC, Balmer Lawrie, or Ashok Travels) at the **LTC-80 fare**.

Critical Warning

Booking through private platforms like MakeMyTrip or Yatra is strictly prohibited for Government LTC claims. Your claim will be rejected 100% if booked through unauthorized channels.

Defining "Family" under Section 10(5)

You can't claim LTC for your entire extended family. The Income Tax Act is very specific about who counts as a dependent:

  • Spouse (Always eligible)
  • Dependent Parents
  • Dependent Siblings
  • Children (Max 2 rule*)

*The 2-child limit applies to children born on or after October 1, 1998. It doesn't apply to children born before this date or multiple births (twins/triplets) after the first child.

LTC is only valid if you are on a sanctioned leave. Casual leave or weekend-only trips usually won't count.

DOP&T Latest Orders (2026-27)

The Department of Personnel and Training (DOP&T) recently clarified that even if a flight is delayed or cancelled, the reimbursement will be limited to the fare of the entitled class. Furthermore, self-booking on airline websites is allowed only if the booking is initiated through the portals of authorized agents.

LTC & Leave Encashment

Govt employees can encash up to 10 days of Earned Leave (EL) while availing LTC. This encashment is limited to 60 days in a total career and is fully taxable for working employees, though the travel fare remains exempt.

LTA for Private Sector: What’s Different?

While the tax rules of Section 10(5) apply to everyone, private sector employees often face different company policies:

CTC Structure: Most private companies include LTA as a fixed component of your CTC. If you don't claim it, the amount is paid out as "LTA Encashment" but after full tax deduction.

Booking Flexibility: Private employees generally don't have to follow the "Authorized Agent" or "LTC-80" rules. You can book on any travel portal, as long as you provide the boarding passes.

Common Scenarios & Tax Impact

Scenario A

Circular Journey (Bharat Darshan)

If you take a circular tour (Delhi -> Jaipur -> Goa -> Delhi), the Income Tax department will only exempt the fare equivalent to the shortest route between the starting point and the farthest point of your journey. Any extra mileage is taxable.

Scenario B

Husband and Wife both claiming LTA

If both spouses are eligible for LTA, they can claim for different journeys in the same block. For example, the husband can claim for the family trip in 2026, and the wife can claim for another trip in 2026. However, they cannot claim for the same journey twice.

Scenario C

Travel during Resignation

You can claim LTA even during your notice period, as long as you are still an employee on the payroll. However, if you resign and get "LTA Encashment" in your final settlement without traveling, that entire amount is fully taxable.
